Who and where would I start to lodge a complaint against a hospital emergency room?

My partner suffered a stroke while at work and was taken to the nearest ER. After seeing a triage nurse, she sat in a wheelchair in a hallway for more than 2 hours before seeing a doctor! When she finally saw a doctor she was told the "window" of time for medication was past. She is now disabled.... she has lost the use of her left arm and leg. She is unable to work and has a long road ahead of her in rehabilitation. Shouldn't she have received care immediately??? Such as a heart attack patient?
Who should we complain to? What should we expect in terms of a response from the hospital? We have never been involved in any sort of lawsuit and I don't even know if this would qualify. We don't even know a lawyer. Can we do anything?? We don't want to waste anyone's time, but I certainly will never recommend this hospital to anyone.

We did get a "patient survey" in the mail, but it really pertained to the care she got as an inpatient, not her visit to the ER.

All hospitals have to comply with the rules set forth by HCFA which administers medicare and the state health department who monitors hospitals on behalf of the federal government. There should be a regulatory section under health department for hospital complaints. If not, call your local health department and tell them you want to complain about the emergency room. You should followup with your complaint in writing to the health department and you should send a copy to the administrator of the hospital.

Why Lawsuits Are Good for America (Paperback)

Judging by the frequency with which it makes an appearance in television news shows and late night stand up routines, the frivolous lawsuit has become part and parcel of our national culture. A woman sues McDonald`s because she was scalded when she spilled her coffee. Thousands file lawsuits claiming they were injured by Agent Orange, silicone breast implants, or Bendectin although scientists report these substances do not cause the diseases in question. The United States, conventional wisdom has it, is a hyperlitigious society, propelled by avaricious lawyers, harebrained judges, and runaway juries. Lawsuits waste money and time and, moreover, many are simply groundless.Carl T. Bogus is not so sure. In Why Lawsuits Are Good for America, Bogus argues that common law works far better than commonly understood. Indeed, Bogus contends that while the system can and occasionally does produce ?wrong? results, it is very difficult for it to make flatly irrational decisions. Blending history, theory, empirical data, and colorful case studies, Bogus explains why the common law, rather than being outdated, may be more necessary than ever. As Bogus sees it, the common law is an essential adjunct to governmental regulation?essential, in part, because it is not as easily manipulated by big business. Meanwhile, big business has launched an all out war on the common law. ?Tort reform??measures designed to make more difficult for individuals to sue corporations?one of the ten proposals in the Republican Contract With America, and George W. Bush`s first major initiative as Governor of Texas. And much of what we have come to believe about the system comes from a coordinated propaganda effort by big business and its allies. Bogus makes a compelling case for the necessity of safeguarding the system from current assaults. Why Lawsuits Are Good for America provides broad historical overviews of the development of American common law, torts, products l

Illegal Alien Felon Makes 'Living' Filing Hundreds of Frivolous (ADA) Lawsuits

Do you agree with Universal Pictures that the lawsuit against Sacha Baron Cohen (aka Borat) is frivolous?

During the filming of his latest film "Bruno" he took over the mic at an elderly bingo hall and started saying x-rated stuff and when an old lady tried to stop him his people rushed and attacked her and she is since confined to a wheelchair due to injuries suffered because of him. Is it frivolous of her to complain? I personally won't watch the movie because I don't support bullies who insult, injure and humiliate others just to make money off of them.
Here's a link to the story. Why would an old lady in a bingo hall make something up like that? Why should she trust the most-likely edited film footage which supposedly doesn't show Sasha pushing her and the cameramen attacking her? His pranks are in bad taste and go over the top at other's expense just so he could bank millions of dollars, which is wrong I think.
