Wheelchair Accessible Vehicles

What are the rules on other people driving a vehicle they do not own?
This is my situation, i was wondering if i could get some advice.
My wife and i are both in wheelchairs. We have an accessible van that is owned and insured by her sister. My wife's whole family can drive it, apparently because they all have the same insurance company.
I would like for my family to drive it also, but they do not have the same insurance company, however they do have car insurance of their own.
Is there ways that my family can legally drive the vehicle too? I would assume that there's gotta be a way to negotiate this legally,. so everyone is covered at the time of an incident.
Any advice would be greatly appreciated.
In the USA anyone with a valid drivers license and permission to drive an insured vehicle (with rare exceptions) will be covered

Do you feel that wheelchair accessible vehicles should be cheaper?
Yes.. Many disabled individuals are not getting assistance as to the kind the public believes they are. Social Security disability is based on many factors. I have received checks from , but have ended up twice to repay all that i received.. Yet, during this time received , my husband was unemployed. SS is figured on dollar for dollar of unemployment of spouse received, lessens the payment/ deducts your disability paid. It needs to be factored on that YOU can not work, and YOU are the one, not spouse deserving, and not HOUSEHOLD income earned.. Especially when it takes 2 to 4 incomes now days to just make the basics of life to live. Costs for housing and such are so high. When you don't have medical coverage, or can't afford and end up going into bankruptcy too, then government agencies tell you "we'll help, don't worry " and you have to have a bankruptcy to repay, or lose what little you already have left, there is major something wrong with the whole system.. Vehicles cost money. those that manufacture shouldn't lose out on , they too are in need of earning a life. But, it would be nice if the government would pass a deduction to them, that would be to the consumer.
Try living at home, and never being able to afford to go out anywhere.. thats not living.. In one change of one day, you could find yourself injured and disabled, and in the same situation.. think on...
