When can a person on parole transfer to anonther state?
I have a friend who recently just did 14 and a half years of a 25 year bit. I think he has 11 years on paper in the State of WI. He has only been out for 3 weeks now, and he wants to move to atlanta. What are his chances of his p.o appoving his transfer. He is a two time felon for armed robbery.
The term you are looking for is called an Interstate Transfer. He would ask his PO and the PO would do the necessary paperwork.
The accepting state (Georgia) would have to allow the transfer ( they may or they may not). He would need a place to live and a job already lined up. The gaining state would conduct the standard interview with the home he will be staying at.
Just a note here. No weapons are allowed in any home that a parolee is living in. Even after he is off paper, he will be under Weapons Disability, which is Federal. This is something you need to consider before sponsoring a felon on parole.

What is the best way to transfer a picture onto skin?
I have a drawing done that I want to transfer on to my arm before getting it tattooed. What is the best way to transfer it?
Note that I can't get my hands on carbon paper.. I've tried wetting the ink on the picture and pressing it onto my skin but it doesn't work.
Any suggestions?

Can't get your hands on carbon paper?
That is easily remedied. Make your own. Take a soft pencil rub the backside of your drawing until very very black and voila. Home made carbon paper.
