Some years ago, Mexican officials toyed with a plan to "take pot off the books", to better concentrate authorities and efforts on other illegal activities and insurrections within the country. It was never implemented. With a possible shift to the left, American leaders might approach Canadian and Mexican counterparts to discuss a trilateral agreement to expunge marijuana from each nation's criminal-law statutes. The discussion of complete legalization would soon follow. What would be the consequences of complete legalization (distribution under the auspices of federal governments---so they can get their cut!) ? Trans-oceanic/ trans-continental smuggling and trafficking would still be illegal, perhaps even more so than what exists at present. Government coffers would swell, providing much needed funding for health care, and hard drug treatment centers, and for combatting the distribution of hard drugs.Would any such trilateral 'pot policy' make any sense? Pipe dream?
