I am looking to start building and experimenting my own pbx system?
I am looking forward to building and experimenting a pbx system from in my house for educational purposes. And I was curious as to weather or not I could seek any sort of government loan or funding for any equipment that I may not have at my disposal.
The short answer to your question is: NO. There are NO government funds for start-up ventures or R&D.
Your best bet is to apply the funds you DO have to an investment that requires little up-front capital but much up-front 'sweat equity'...

I can't c how exactly I can restore my system partiton saves from my data partition?
I am using Windows Home Premium 7. I can use "system restore" however I wanted something more reliable than that. I found "system restore" not reliable in XP
What is it you are exactly trying to do??
If your talking about reverting back to something their are options such as:
System restore
Roll back drivers
Last known good config
System image
System restore doesnt restore data, It restores system changes and configurations
