Tax competition and coordination is one of the most pressing issues for tax authorities in modern economies, but it is a highly controversial subject. Some argue that tax competition is beneficial by forcing governments to impose efficient tax prices on residents for the provision of public services. Further, some argue that tax competition is also beneficial by limiting the power of governments to levy taxes. Others take a different view in a world without coordinated tax policies, governments choose suboptimal levels of public services financed by inefficient taxes that are either too high or too low by ignoring spillovers imposed on other jurisdictions. External LCD flickers when laptop power plugged in?
I have an Envision LCD monitor hooked up to an ABS PC Mayhem G2 laptop (ATI Mobility Radeon 9600/9700 graphics card). The screen flickers when plugged into my laptop. The flicker is hard to describe; it is as though many small thin horizontal lines get alternately lighter up and down the screen, giving a sensation of a crawling or flickering image; it's most noticeable on darker colors, and gets more pronounced when my CPU is put under load. Also, it gets worse when my laptop is plugged in to the wall, as opposed to running off of the battery. I haven't noticed any such flicker when I have my laptop plugged into other external screens or projectors, and I don't think the screen is bad (it's pretty new).
Has anyone seen this before? It gives me a headache. How do I fix it?
I would venture a guess that the cable is the culprit.
From what you describe it sounds like Electro-magnetic interference.
All electronics give off this radiation and it can interfere with the signal in a poorly shielded cable. This would explain why the problem is worse while the laptop is plugged in, because it is getting EMI from the power cable.
Try isolating the monitor cable away from things like power cables or other devices, see if that helps. Otherwise, try a different cable.
