school bus safety transporting wheelchairs?


In what position should the wheelchair be positioned when transporting handicapped students,and is this amandatory safety measure?
I know the wheelchair faces forward.What I need to know is if the wheelchair can be reclining,or should it be in an upright position for safety.I was taught when I drove a handicapped van that the chair should always be completely sitting upright.

it is upright. strapped in at certain assigned pressure points.
