Handicap Step Ramp
Is it illegal for an apartment building with three floors to NOT have an elevator?
I just moved into an apartment building with no elevator. Although I personally have no problem with it, I find it weird that there is no access for a handicapped individual to go up to the second or third floor. Even the first floor does not have a ramp for access up a couple of steps leading into the building.
Specific to building codes and when the thing was built/zoned.
I doubt any state can REQUIRE you to put in a 250,000 elevator to rent a 400$ a month apt.
handicap ramps in private homes/rentals are also somewhat specific to the situation.

Why do exceedingly large people refuse to take the stairs?
even if its only a few steps? I have seen these rather obese individuals avoid two steps to walk down the ramp reserved for the handicapped! It's utterly proposterous and I demand an explanation!
Look at it this way, instead of taking the stairs, by taking the ramp they have to walk that much farther than they would have by taking the stairs, and at an incline. So, unbeknownst to them, they are actually exercising a bit more than they would be by picking up their knees.
