Handicap Entrance Door
does an entrance door need to be automated to be considered handicapped assessable?

That is a good question. I have never seen one in a commercial place like a mall that was not automated (or semiautomated) so I am guessing YES.

According to this writeup http://www.adaptiveaccess.com/ada.php#TAwDA it is acceptable to provide a bell that can summon a staff person to open a non-automated door. That is bare minimum for businesses that can not afford to meet the regular standards at a reasonable cost.

Is it illegal for someone to block a store entrance for an extended period of time?

I work at a gas station where a man in a handicap scooter (though he is capable of walking) will park his scooter in the entrance door so that he can play lottery for 10-30 minutes at a time. There is enough room for him to come inside but he chooses to stay in the doorway.

If he is costing you customers ask him to move aside.*
