Gel Wheelchair Fiber-Gel Isn't Working Does Anyone Know An Alternative ?

I have a handicapped sister who does not walk and speak most of the day in a wheelchair, and is have bowel problems, I nurses have recommend Fiber-Gel, but not has not been working, as its seems to just be make her stomach hard and not helping.
Can any recommend an alternative.

Even though she is in a wheel chair, you can help her do some sitting exercises.
I worked in a nursing home, and the residents who moved around more didn't have bowel problems.
Drinking plenty of fluids is also important.
The last thing we would try would be a rectal suppository. Make sure the nurse is aware of the hardened stomach, as this could indicate that she is becoming impacted, and would require medical attention to correct.
Also check her diet, and ask that they include as much fiber as possible, and avoid foods that will make it worse.

Is there a California Law that says the Gel Batteries in wheelchairs must be replaced every 6 Months?
A friend was telling me about this law that says the wheelchair batteries (gel batteries) must be replaced every six months. I'm not sure if this is a law that only applies to Hospitals, or if it's just in general. It's a California Law, I think. Can anyone find this law for me? I really need to find it, badly!
I seriously doubt it is a law. However, it is said to do it once a year.
