I need something which will act as a gate, like such;

Something like an electronically controlled hydraulic would be ideal, but I can't seem to find these?
But the thing is it has to latch, as in... stay in that position when it has voltage through, and 'retreat' when there's no voltage.
Any clues?

use a servo motor. they are small and cheap and also can be powerful. hydraulics are complicated , use too many systems and are not worth it. if you want a big gate (like for an entrance) then you are better off buying it (google it)

What is the difference between Diesel-Electric and Diesel-Hydraulic locomotive?
Help me clear my doubts about the different locomotives. I'm a railway fan and would like to know the differences between one.

The diesel electric is a diesel engine that produces electricity for electric motors that power each axle - located between each set of wheels. The hydraulic uses fluid pressure and that pressure is applied against impellers on each axle.
Hydro-static type locomotives are usually small (US) 4 wheel and side-rod type industrial switchers. Builders were names such as Plymouth, Porter, GM and Mack. Speed and tractive effort can often be not only controlled by engine RPM, but the amount of hydraulic pressure controlled by a valve as well.
